Anywhere that something sticks out of the wall must be accommodated by the application of tar paper. As you can see in this photograph, the plumbing fixtures that are already installed need to have cutouts in the tar paper.

Layering of the paper is done, just like the overlaying of shingles on your roof. In the event that moisture does get through prematurely, the overlying paper promotes the moisture rolling down to the next sheet of tar paper, rather than getting behind the tar paper and into the wood.
